clock() not accurate enough?

This is the amount of time for an entire drawn frame in a 60 FPS program.
I need something with the accuracy of about 1 millisecond. The answer I'm looking for is hopefully platform independant, however I wouldn't mind settling for a windows-only function call. I do not want to have to download a new library or file to do this, so anything that's included in either the standard c libraries, direct X 9, or windows libraries will be fine.
Is there anyone who could help me?

I'd try clock_gettime() in the time.h library. It accepts a timespec structure, which has a field for nanoseconds. The link below has some good examples of what your trying to do.
